This study analyzes the effects of organizational justice on job attitudes specifically when applied to the performance evaluation arena. Procedural justice, distributive justice and interactional justice are examined with regard to their theoretical properties. We highlight the mediating role of organizational trust on the relationship between organizational justice and job attitudes. To address such questions, the authors conducted a structural equation model(SEM) using survey data from1,500 central and local government officers in South Korea. The results suggest that procedural, distributive, interactional justice all have direct impacts on organizational structure, whereas only procedural and interactional justice have a direct impact on job satisfaction. The results also demonstrate the important role of organizational trust and its indirect impact on improving job attitudes in public organizations. This finding provides managerial implications for future research on organizational justice.

The purpose of this study is to analyze the current research trends of the “The Korean Governance Review” by analyzing the core research topics of local autonomy and local administration published in the “The Korean Governance Review” from 1999 to 2016. As a result of the analysis, a total of 520 articles were published from 1999 to 2016, of which 231 were related to local autonomy and local administration, accounting for 44.4% of the total articles. These subjects mainly consisted of administrative internal management and local residents. Considering the changes of local administrative environment and the budget structure of local governments, it is necessary to study establishment of residents' ordinance and opening and closing, referendum and elections, Citizens' claims, Industrial policy and regional development related to decentralization and regional equity development, social welfare, cultural arts, education related to the quality of life of residents in the future.

This study analyzed the impact of social capital on corporate innovative performance in Pangyo Techno Valley and Guro Digital Industrial Complex. Social capital was categorized into bonding social capital and bridging social capital, and direct effect of each social capital on corporate innovative performance and indirect effect intermediated by technical factor were verified via a statistical analysis. The effect of technical factor itself on a corporate innovative performance was additionally examined. In Pangyo Techno Valley, we have found that bridging social capital has a significant impact on technological factors and corporate innovative performance. This is due to the generalized network of diverse and abundant information exchange among members in the cluster. In Guro Digital Industrial Complex, bridging social capital has a significant impact on technological factors, but it has no association with corporate innovative performance. Additionally, technological factors showed no intermediary effect on the bridging social capital and corporate innovative performance. This paper was conducted as an extension of a prior study that analyzed the influence of social capital on a cluster’s innovative performance based on Daedeok Innopolis and Wonju industrial complex. In the future, by conducting further studies that analyze the effect of social capital on each regional industrial cluster, the researcher aims to present an efficient operation methodology of social capital to enhance corporate innovative performance in industrial clusters.

The purpose of this study is to analyze the research trends of cultural policy research in Korea since 1989 through text mining techniques. Text mining techniques, which are actively used in the field of information engineering, are known with the techniques of classification, clustering, concept extraction, sentiment analysis, and document summarization through statistical pattern learning. The analysis target of this study were limited to 283 papers related to cultural policy including the multicultural policy published in 12 journals in the field of public administration from 1989 to 2016. According to the results of the analysis, the follow-up generations of Korean cultural policy research have not been revealed at least based on the academic journals that were the subjects of this study. In addition, it has been found that the study of subdivisions of cultural policy extracted from the analysis also tends to decrease. Of course, in terms of diversification of researchers and research themes, the trends can be interpreted positively. Nevertheless, it is also necessary to consider the fact that academic research has developed through accumulation and deepening processes and the accumulation should be the base of positive effects of diversification. Text mining techniques are known to increase the objectivity of contents analysis through the discovery of statistical patterns. Therefore, It is expected that those can be applied to the analysis of research trends in the field of broader range such as administration and policy for the future research. Also, it shows that there are various research areas for the practical development of effective policies. Due to one of the technical limitations of the paper, the contents of some papers could not be extracted as text data. Therefore, the results of this analysis should be interpreted more carefully.

The purpose of this study is to analyze the effects of person-environment fit perceived by civil servants on innovative work behavior positively. The results of this study can be summed up as follows. First, in correlation between person-environment fit and positive psychological capital, person-job fit and person-supervisor fit have influence. Second, in correlation between person-environment fit and civil servants’ innovative work behavior, person-supervisor fit has influence. Third, in correlation between person-environment fit and innovative work behavior, positive psychological capital plays roles as a parameter. From these results, we can get an empirical lesson that when the public sector manages human resources, superiors’ leadership and roles are very crucial to the members. Accordingly, it is necessary to systematize political programs such as job development and educational training programs related to correlation between superiors and positive psychological capital in the aspects of organizational management. This author expects that these results will contribute to developing organizational behavior theory afterwards.

In this paper, focusing on the disaster prevention activities, current disaster prevention activities in Korea are identified and classified according to the types of citizen participation. First of all, this study identified and classified the disaster prevention activities based on citizen’s activeness, scale, and initiative. Then this paper analyzed the characteristics of citizen participation such as activeness, initiative, and collectiveness of the 10 cases in disaster prevention activities. As a result of analysis, for the first type, three cases are classified, and all of them are characterized as active, citizen-led, and collective activities. In the case of the second type, one case is categorized as active and citizen-led but, individual activities are strong. Four cases are classified for the third type, passive, government-led, and collective activities, In the case of the fourth type, only one case is categorized as passive, government-led, individual activities. The implication of this study is to reexamine the significance of governance in disaster prevention activities. Each type of disaster prevention activities is required to be improved in order to encourage various participations of citizens.

Since Kim Dae Jung government reformed science and technology policy governance to overcome the unprecedented IMF economic crisis in 1998, every time the government was newly elected, science and technology policy governance underwent a great change like the annual event. Therefore, the research question of this paper is "How has the science and technology policy governance changed after the IMF crisis?" Governance changes result in one form, through complex interactions such as macro environment, ideas, and interactions among actors. After the IMF crisis, we will focus on the structure and functions of governance from the Kim Dae-jung administration to the Park Geun-hye government through changes in external environment and technological policy governance. By comparing and analyzing the structure and function of each government, we will examine the similarity and differentiation, analyze it in the institutional context as it was originally intended, and analyze other systems and consistency, and draw policy implications for the future.

This study examines whether organizational commitment leads to increases in job satisfaction in public sector organizations. Additionally, this study examines the mediating effects of organizational characteristics, including trust, procedural justice, and goal clarity, on the relationship between organizational commitment and job satisfaction. In using structural equation modeling to examine the causal and mediating effects, this study finds that affective commitment plays a role to increase job satisfaction. In addition, this study finds that trust and goal clarity partially mediate the relationship between affective commitment and job satisfaction. Due to the partial mediating effect on the causal relationship, this study finds that the total sum of affective commitment on job satisfaction would be increased. Based on the findings, this study not only recommends theoretical, practical, and policy-oriented implications, but also discusses the limitations and future research directions.

The purpose of this study is to analyze and evaluate the performance of the project in the area surrounding the nuclear power plant through the survey on the awareness and satisfaction of the support project of the residents around the nuclear power plant. As a result of the analysis, first, the local residents are not aware of concrete contents of the support project in relation to the recognition of the support project. Second, it was found that the satisfaction of the local residents is relatively higher in the case of the projects directly supported by the operators. Third, in terms of the impact on the budget compared to the budget, the local people's support for life - related support, such as the improvement of the surrounding environment, was relatively positive. Fourth, comparative analysis between satisfaction and improvement contributes to improvement of the culture and leisure environment, medical welfare condition, various damage due to nuclear site, and educational environment are all low. Finally, in relation to the effect of the support project, the higher the awareness and satisfaction level of the business, the more the credibility of the operator and the policy becomes higher. This study suggests that local support projects may have a positive effect on the acceptability of nuclear policy in the future. Also, as emphasized in many studies, confidence in the operators and policies has shown a positive relationship with nuclear acceptance, which once again confirmed the importance of trust.

Previous research of the citizen participation budget system until now focused on the necessity of introducing a system, presenting a successful operational model, and analyzing its diffusion and effectiveness. In particular, it is relatively active to see how the citizen participation budget system influences the fiscal soundness and efficiency of the local governments. However, studies have not yet been done on how much the citizen participation budget system has strengthened the deliberative democracy of the local government. This study analyzes the possibility of local government's long search efforts to achieve its role as a field for residents to directly experience and learn about democracy. First, whether or not any ordinary citizens are able to participate in or are instituting it in the composition and selection of members of the Citizen Participation Budget Committee. Second, it is stipulated that stakeholder participation in the operation of the residents ' participation budget is structured to engage in discussions on the deliberation of the budget, persuasion and mutual participation in the deliberation of the budget. As a result, the possibility of a thoroughly civilian-centered democracy through the citizen participation budget system was found in the formation of a comprehensive committee, selection of its members, disclosure of transparent information, and fair and reflective citizens ' practices.
